Guidelines for effective communication with the Local Content &
Government Procurement Authority
Due to the fact that different staff in various departments do not speak or understand the English language well, we will not like any kind of mistake or misunderstanding. So all communications should be via E-mail or WhatsApp to enable us to translate all communications accordingly to the best of our knowledge.
We will try our best to respond to all communications through our various translating platforms. So we plead with all participating companies and individuals to ensure that all communications to this office are done through E-mail or WhatsApp as phone calls will be difficult for most of our staff to understand.
We hope you will understand our concern and co-operate with us to achieve a better and successful procurement process.
Email is our primary communication channel. All official communications should be sent via email.
WhatsApp is our secondary communication channel for quick inquiries and updates.
Not Recommended: Phone calls are not recommended as our staff may have difficulty understanding English over the phone.
All Tender Bidding Application Form(s) must be printed out and the company "MUST" fill and sign all required details manually by hand writing with a pen only as the Laws requires on all foreign tenders.
Important: Any document(s) which is not properly filled and signed, such application will be automatically rejected.
Download and print all required application forms on high-quality paper.
Complete all forms by hand using blue or black ink. Typed or digitally filled forms will not be accepted.
All forms must be signed by authorized personnel and stamped with the company's official seal.
Scan all completed forms at high resolution (minimum 300 DPI) and save as PDF files.
Send the scanned documents via email to the designated email address provided in your tender instructions.
The winner of any tender will be invited to any of our offices i.e Kazakhstan, the United Arab Emirates or United Kingdom for physical discussion or we will send our staff to the company for round table discussion.

Consider bringing a translator if necessary
We will try our best to respond to all communications through our various translating platforms. However, for complex technical discussions, we recommend the following:
Use clear, simple English without complex jargon
Keep sentences short and direct
Use bullet points for important information
Include visual aids when possible (diagrams, charts)
Consider bringing your own translator if dealing with complex technical matters
Prepare written materials in advance for easier translation
Speak slowly and clearly during discussions
Confirm understanding frequently throughout the meeting

All communications with the Local Content & General Procurement Act are treated with strict confidentiality. Sensitive information should be clearly marked as "Confidential" to ensure appropriate handling.

Password-protect sensitive document attachments
Avoid sharing confidential information via WhatsApp; use email for sensitive matters
Non-disclosure agreements are available upon request for highly sensitive business discussions
